About bizSAFE
Overview
Safety is everyone’s responsibility, starting from the top management down to each individual worker in an organisation.
bizSAFE is an initiative by the Singapore Ministry of Manpower (MOM) and the Workplace Safety & Health Council (WSHC) to assist companies to set direction on how safe practices should be implemented, practised, documented and improved on a continuing basis.
bizSAFE is not a mandatory requirement. It is an accreditation under the Workplace Safety & Health Council (WSHC) aiming to assist organisations to raise their safety standards which varies across various companies. Hence bizSAFE comprises four communities:
5 Levels of bizSAFE Enterprises
bizSAFE enterprises (generally known as bizSAFE only) is a five-step programme that assists companies to build up their WSH capabilities.
bizSAFE Level 1
bizSAFE Level 1 is the starting point of the bizSAFE journey, where Top Management attends a half-day workshop to understand their WSH responsibilities. As of 2024, the bizSAFE Level 1 workshop has been replaced by the Top Executive WSH Programme (TEWP), administered by WSHC.
Many organisations start by sending their appointed Risk Management Leader and Risk Assessment Leader(s) to the bizSAFE Level 2 course first, then arrange for Top Management to complete TEWP separately.
bizSAFE Level 2
bizSAFE Level 2 is the second step of the bizSAFE journey. The appointed Risk Management (RM) Leader and Risk Assessment (RA) Leader(s) attend a 2-day WSQ-certified course to develop a Risk Management Implementation Plan. SSG funding up to 70% available for eligible Singapore Citizens and PRs.
bizSAFE Level 3
bizSAFE Level 3 is the first audit checkpoint in the bizSAFE journey. An MOM-approved WSH Auditing organisation conducts a Risk Management audit to verify that the company’s RM system meets WSHC requirements.
bizSAFE Level 4
bizSAFE Level 4 is the final training step. Staff are trained to develop and implement a Workplace Safety and Health Management System (WSHMS) in compliance with the WSH Act and ISO 45001. SSG funding up to 70% available.
bizSAFE Level Star
bizSAFE Star is the highest level of bizSAFE Enterprise recognition. To achieve bizSAFE Star, a company must obtain ISO 45001 certification from an SAC-accredited Certification Body, together with a Risk Management Implementation audit report from a MOM-approved WSH Auditor.
Companies preparing for bizSAFE Star should ensure their WSH team is properly trained. Attending the bizSAFE Level 4 course equips staff to develop and implement a WSHMS, while the bizSAFE Level 3 Audit Preparation course helps organisations prepare for the MOM-approved RM audit.

bizSAFE Enterprise
Most common bizSAFE community. It mostly consists of SMEs that are accredited with a level of recognition upon their achieving a certain level of safety standard. There are five levels of recognition to progress through, from bizSAFE Level 1, 2, 3, 4 and up to bizSAFE Star.
bizSAFE Partner
Most common for larger organisations with a few contractors under them. The bizSAFE Partners are encouraged to bring their contractors (generally SMEs) onboard to be bizSAFE Enterprises.
bizSAFE Mentor
Companies that have shown excellence in their Workplace Safety & Health Management Systems and practices. These companies will mentor the bizSAFE Enterprises and bizSAFE Partners and share their methods of achieving the safety standards.
bizSAFE Service Provider
Organisation that provides safety related services to assist especially SMEs in achieving bizSAFE recognition.
